" Under what circumstances are unmarried partners permitted to enter Germany for short-term visits from third countries which are not on the safe list, and what special provisions apply?
Entry into Germany for unmarried partners of German citizens, citizens of another European Union member state, citizens of Iceland, Liechtenstein, Norway or Switzerland, or citizens of non-EU countries who have a current right of residence in Germany, who are currently living in Germany:
Unmarried partners from non-EU countries that are not on the safe list may enter Germany for short-term visits to the partner living in Germany (Germans, EU citizens, citizens of Iceland, Liechtenstein, Norway, Switzerland or non-EU nationals with a right of residence in Germany) when the general entry requirements (passport and visa, if applicable) are met, provided the relationship/partnership is established for the long term and the partners have previously met in person at least once. It is irrelevant whether they met in Germany or elsewhere.
They should be able to present suitable documents when entering Germany to prove that the relationship/partnership is established for the long term and the partners have previously met in person at least once. (Please note that documents cannot be sent in advance.) Suitable documents include
an invitation from the person living in Germany, as well as a copy of the identity documents of the person issuing the invitation,
a declaration of the existence of the relationship, signed by both partners and including the contact details of both partners, and
other suitable evidence of previous personal meetings, in particular passport stamps, travel documents/flight tickets; supporting documentation such as photos, social media posts, postal/email correspondence may also be submitted.
Regardless of the criteria stated above, the decision on whether to permit entry is at the discretion of the officers conducting border checks."
