I am writing regarding your email below.
If you are in the possession of a permanent residence EU issued by Latvia, you can enter Germany visa-free. Once you have entered Germany, you are to apply for a national residence title at your local Foreigners Office (Ausländerbehörde). You can search for the corresponding Foreigners Office
here. The residence title will be issued according to section 38a
Residence Act, if you fulfil the general requirements. Please note that you can only receive a residence title, if you want to stay for longer than 90 days.
The national residence permit does not entitle you automatically to gain employment. The International Placement Service has to admit you to the labour market, after examining the general work conditions and the priority review (Vorrangprüfung).
The following documents need to be handed in to the responsible Foreigners Office:
- evidence of your Latvian permanent residence EU
- valid passport
- proof that you can secure your livelihood by yourself, without having to demand for social care assistance
- proof of health insurance
- if necessary a concrete working contract or job offer.
If your occupation requires a prior agreement, the local Foreigner Office will ask the International Placement Service (ZAV), whether you can be entitled to get occupied in this field. For precise questions on the work permit please contact the ZAV:

If you apply for a residence permit in Germany, you will keep your residence permit EU issued in Latvia for 6 years. By the time you have stayed in Germany for longer than 6 years, you will lose your residence permit EU.

вот что они ответили. Как я понимаю, все упирается в работу. Что конкретно они хотят по этому пункту остается загадкой. Может им будет достаточно того что я хочу там магазин открыть)
